Welcome to the Procurement and Contract Management Program
Contracting, purchasing, tendering, P3, ASD...whatever procurement means to you personally, it is a critical function for your organization. The BC government and the vendor community want fair and transparent procurement processes, and taxpayers expect top value from each procurement transaction. To this end the Government of British Columbia has developed an integrated learning curriculum called the Procurement and Contract Management Program (PCMP) for public service employees.
Unique in Canadian procurement training, PCMP features self-directed elearning, instructor-led classes, peer-to-peer elearning, and executive seminars. The curriculum is specifically built to meet the demands of today's challenging government environment.
The Procurement and Contract Management Program is competency-based and results-driven, and includes blended learning at every level - from contract administrator to executive - to effectively assist staff with all aspects of procurement and improve on-the-job performance.
Every fiscal year, the BC government spends approximately $4 billion through some form of procurement or contract management process. Numbers of this magnitude highlight the importance of good procurement and contract management skills.

Maureen Sullivan is on the Move
Maureen Sullivan, a Senior Instructor with NECI since 1995, has taken on the role of Director of Educational Services to roll out the award-winning Procurement and Contract Management Program (PCMP) to Canadian public sector organizations. Maureen is responsible for training new instructors and ensuring NECI curriculum is always on the leading edge.
Maureen has developed a loyal following across Canada for her engaging teaching style and in-depth knowledge of procurement law and contracting issues. She will be a great mentor to other instructors.
