2. The Procurement and Contract Management Program
This 20-course program is particularly relevant to contract administrators, contract managers, ministry and central agency contract/acquisition specialists, program directors/managers, and executives.
This innovative curriculum offers a blend of web-based, instructor-led and elearning courses. PCMP learners build their procurement competencies through intensive skills-based work in the classroom and by the completion of the mandatory online components of the course.

Level 1: Basic
Level 1 is an entry-level course for those requiring a basic understanding or refresher of contracting and procurement policies and practices in the BC government. This level consists of three web-based training modules, which can be completed at a pace convenient to the learner. An online multiple-choice pre-course assessment prior to starting the modules and a post-course validation upon completion of modules are mandatory for those seeking credit or those who plan on achieving certification. They will also aid the learners in deciding if they have an adequate understanding of the material and are ready to proceed to Level 2.
Course 110 Procurement Foundations
- Module 1: Introduction to Procurement and Contract Management
- Module 2: Planning, Pre-award and Solicitation, and Award
- Module 3: Administration and Monitoring, Post-contract Evaluation, Corporate Reporting, and Vendor Relationship Management
Level 2: Fundamental
Building on the basic foundations established in Course 110, Level 2 provides more detailed and complex information about contracting concepts. To ensure the most effective learning environment, it is necessary for learners to be familiar with the knowledge components in advance of the in-class sessions. Participants are required to complete a pre-reading assignment, pre-reading quiz, and pre-course assessment before attending the instructor-led portion of the courses. This enables the focus to be on building skills in the classroom. There is a post-course validation, which must be completed successfully after attending each course in order to receive credit for the training and to obtain Level 2 certification. Completion of Level 2 is a requirement for program certification.

Level 3: Applied
Building on the foundations of Levels 1 and 2, Level 3 training is intended for the learners who have prior experience in procurement and contract management and now require a much higher level of specialization in a broader range of areas. Level 3 is comprised primarily of instructor-led courses, consisting of pre-reading assignments, pre-reading quizzes, pre-course assessments, on-the-job training recommendations and post-course validations. There is also one Level 3 course which is web-based group learning with peer-to-peer discussions. These elearning modules will allow participants to sharpen their procurement and contract management skills. The final course in Level 3 consists of participating in an omnibus case study which spans the eight program elements (7 processes of Procurement and Contract Management, and the general competencies across the program).

Level 4: Strategic
Designed for senior management, Level 4 is delivered in half-day instructor-led format. In addition there are two 2 hour strategic seminars specifically designed for the executive audience(DMs and ADMs) which provide high level procurement competency overviews, identify key opportunities and major risks, and dialogue on options and solutions.
The half-day skills based courses cover strategic procurement and contract management issues related to planning, pre-award, award, reporting and vendor relationship management. General competencies across the procurement function such as communications, transition, change, risk and performance management are also incorporated in the Level 4 curriculum. Understanding the impact of strategic procurement decisions and actions, such as a major outsourcing initiative, and the necessary changes in roles and accountabilities during transition is one example.
