3. Course Procedures
How to Access
General
Upon registering for a course through the BC Public Service Agency, (http://www.bcpublicservice.ca/courses/) and once the course has been confirmed, you will receive a confirmation email which will include a link to the pre-course assignments.
Copy and paste the entire address into the URL box at the top of your Internet Explorer browser window. Please be sure to capture the ENTIRE link – they often break over two lines.
Each course has its own link used to activate the correct session for you. You only need use each link once to set the individual sessions up in your learning record. You will then have direct access to the course material at http://www.procurementlearning.gov.bc.ca.
New User:
- Select “new” and enter the information requested (located below where you clicked “new”).
- Create a new userID and password. This must differ from your IDIR account. Remember your new userID and new password as you will use it to log into the website in the future.
- Select “I Agree” after reading the Disclaimer.
- Select “Submit”. The message “Account Created” should appear. You will receive an error message if you do not complete all the required boxes.
- A “login now” button will appear. Re-enter the userID and password you just created.

Returning User:
If you have previously taken PCMP courses you have already created your learning record. Select “returning user” and proceed with log in.
How to Access
Level 1, 110 Procurement Foundations
Log in using the instructions under General above.
On your Home page, under My Courses you will have access to the course material.
Select the “Pre-course Assessment (PCA)” for PCMP 110. This 40-question multiple choice assessment is based on the material you will learn in the course. Please allow yourself about 20 minutes to complete.
There is no pass or fail on the PCA. It is a valuable tool used for comparison purposes once the learner successfully finishes the post-course validation upon course completion. It not only provides confirmation of the success of training but also alerts the course providers of areas which may not be covered appropriately.
Once you have submitted the PCA, you may proceed by selecting the Web-based Course.
At the end of each of the three modules there is a short five question review. Please complete the review prior to moving on to the next module.
In order to receive credit for this web-based course there is also a mandatory Post-course Validation. Please allow yourself about 20 minutes to complete it. You will be given three opportunities to pass.
Levels 2, 3 and 4 – Instructor Led Courses
To obtain credit, participants are expected to complete all aspects of these courses, including pre-readings, assessments, and classroom participation. It is the participant’s responsibility to make the necessary personal and work arrangements. The participant is urged to discuss these expectations with their supervisor to make certain there is enough time (approximately 2.5 days) and adequate resources to complete these requirements.
Successful completion of all courses at Level 1, 2 and 3 will qualify you to receive certification. See details under PCMP Certification Requirements. The Level 4 courses are primarily half day and do not count towards program certification.
Instructor-led courses are comprised of the following:
- Required prior to attending instructor-led portion of training:
- Pre-reading assignment (approximately 3 hours)
- Pre-reading quiz (multiple choice - 20 minutes)
- Pre-course assessment (multiple choice - 20 minutes)
- In the classroom:
- Attend the entire course (1/2, 1 or 2 days)
- Participant feedback (written and verbal - 15 minutes).
- To be completed within 10 working days after attending the course:
- Post-course validation (multiple choice - 20 minutes)
Course Procedures
On your Home page, under My Courses you will have access to the course material. Select the Prereading Assignment. Once complete select, complete and submit the Prereading Quiz. You will be given three opportunities to pass the Quiz.
Participants are also required to complete a pre-course assessment (PCA). The PCA is a multiple-choice questionnaire with no pass or fail. It is a valuable tool used for comparison purposes once the learner successfully finishes the post-course validation upon course completion. It not only provides confirmation of the success of training but also alerts the course providers of areas which may not be covered appropriately.
In order to receive credit for any of the Level 2 or 3 courses, return to the My Courses tool within 10 business days after the instructor-led portion and complete the Post-course Validation. You will be given three opportunities to pass.
